Brief History of UK Research and Data Management Center

1992
Dr. Robert Littrell receives a small grant from the Kentucky Department for Mental Health and Mental Retardation Services (KDMHMRS) to study the outcomes of clients receiving clozapine in Kentucky’s four state funded psychiatric hospitals.

Dr. Littrell’s clozapine study leads to a pilot project studying the effect of medication refusal on clients at Eastern State Hospital in Lexington, KY. The project is eventually expanded to include clients at all four state funded psychiatric hospitals.

1993
Dr. Littrell and his staff acquire office space at Eastern State Hospital. The Mental Health Research Center is formed, and a group mission is developed.

The need for an improved information system is revealed during Dr. Littrell’s clozapine and medication refusal studies.

1995
KDMHMRS acquires the services of Deloitte and Touche to assist in an information system needs assessment. Dr. Littrell serves as the Department’s Project Director for the assessment.

The assessment concludes with a recommendation that KDMHMRS put into service a statewide hospital information system, and employ adequate personnel to manage information system resources. KDMHMRS contracts with the Mental Health Research Center for personnel and services to implement these recommendations. The Mental Health Research Center is renamed the Mental Health Research and Data Management Center (RDMC).

Over the next five years KDMHMRS’ contract with RDMC expanded to include the development of outcomes and performance measurement systems to assist KDMHMRS in evaluation and decision-making.

1998 - 2001
By 1998, RDMC had produced a mental health performance measurement system for Kentucky’s inpatient facilities. This system was recognized as meeting the Joint Commission for Accreditation of Healthcare Organizations’ (JCAHO) guidelines for its new Oryx requirement.

The success of this system eventually led The National Association of State Mental Health Program Directors (NASMHPD) to contract with RDMC for the design, implementation and maintenance of a national system to measure the performance of psychiatric inpatient facilities. Through this contract RDMC receives, process and analyzes monthly performance and outcome measurement data from more than 200 state-affiliated psychiatric facilities.
